Healing surges and Leader

I have a question about healing surges out of combat. To my understanding there's no limit to the amount of times a cleric can use word of healing per day. It's just limites by a number of times per encounter.

So when a character spends healing surges out of combat to heal himself, wil the 1d6+wis bonus (from the cleric] be added all the time?

You can do this. However, keep in mind that for every 2 healing surges, you'll need an additional 5 minutes of rest--Healing/Inspiring Word can only be used twice before needing a rest. Additional healing powers can, of course, help speed things along, but you'll be that much shorter if attacked before you recharge for the final time.
