Healing Surges

According to KotS, it seams that healing surges, rather then being an ability are in fact a mechanich that is trigered by any number of other things such as powers, rests, and the first aid skill.

Surges are mentioned on:

In the quickstart rules book:
page 5 under the title Second Wind, which is a standard action, usuable once per encounter.
Page 13 under Cleric's Healing strike
Page 14 under Cleric's Healing word
Page 14 under Cleric's Cure Light Wounds
page 15 under Paladin's Judgement power.
page 16 under lay on hands power (at will).

In the Keep on the shadowfells book
page 11 under the title Second Wind, which is a standard action.
Page 12 under Healing in combat states that the healing skill can give second wind in combat.
Page 14 under Heal (wisdom) states that one of the abilities of first aid is "use second wind"

The book also states that you can only use your second wind once per encounter. I am taking it then that it is the powers from such characters as the priest and the paladine that allow further healing surges during an encounter. Otherwise it sounds like you have to wait until you rest.

Cleric's sacred flame also heals but not as a healing surge.

Yeah, when I read about this months back it completely reversed my opinion on healing surges from meh, to n'awesome! Which in turn made me rethink my assumptions on 4E, which has reduced me to a raving fan boy.

Is there anything about monsters using second wind? We've heard they had a number of healing surges (a fixed easy to remember number that's not one), but I was wondering if it can as a matter of fact be used as second wind.

We've seen monsters that have surges, but only a few that can trigger them on their own.

In regards to the OP, I think races and classes made it clear that Healing Surges were a resource, not a mechanic in and of themselves.
