Help Design a Grass Roots Setting

I am working on a homebrew world in which to set a new campaign. I want it to be fairly low magic in comparison with FR and other popular settings. I would like any and all ideas that you guys might have. I am also leaving out Gnomes and Halflings (I love both these races, but they don't really fit my vision here) and need some suggestions about what races could fill their places. Lizardfolk was one I was considering. I know this sounds very vague and it is meant to be. Basically, if you were doing this, where would you start? Big ideas, little specific suggestions... anything helps. Thanks in advance for the help!:)

Bugs.. Bugs are always in grass roots.
Maybe worms too. And plants. It's not
really grass without plants. And dirt is
a plus.

Oh.
