Help Finding an Archer Feat

I'm hoping you all can help out. I'm not able to find a reference to (what I think) is a feat. Either what I'm remembering is wishful thinking, or I'm not stringing together the right search terms to find what I'm looking for.

The benefit is (roughly) as follows: Whenever a character makes a successful ranged attack against an opponent, adjacent allies who threaten that opponent gain the benefit of flanking.

Here are things I'm aware of:
Threaten ability of the Peerless Archer
Close Combat Shot of the OOtBI & EWM
Arrow Mind spell

So is someone able to point me in the right direction, or did I make that up?

PHB II has Distracting Attack for Rangers. Give up your animal companion, and any time you hit someone (melee or ranged) they're considered flanked until someone attacks them or the start of your next turn.

Don't forget that he's only flanked for one attack IIRC.

Correct, he's only flanked for the NEXT attack initiated against him.

Rogue goes invisible, moves into position near an opponent, Ranger attacks, Rogue attacks get flat footed because of invis and the +2 flanking bonus (+4 if you have Vexing Flanker)
