That site only contains home-brew stuff for 4e. Do a compendium search for Dvati and you get nothing, which means it was not published by WotC.
Which book? I have an insider account, I can assure you it's none of the races their own character builder allows, and they allow some really dumb stuff like monster races.
I also own most of the books. It's not PHB 1, 2, or 3, it's not Heroes of *, it's not Eberron or FR campaign settings, it's not Dark Sun... Where is it from, pray tell?
Because it doesn't exist.

Lol. Stinky cheese. I may actually make him rp his character to death. He is a self appointed agent of the raven queen. So perhaps she might start making him take actions that severely anger the townsfolk or his party members. Maybe the assassination of a regent or head of the church is in order

The best plan is usually not to handle this in-game, but rather to talk to the player out of game. Maybe he made a mistake, or maybe he thought you allowed it for some reason. Tell him to change to a normal race. If he's breaking the game for you and your players, that's not cool. But fixing it game will only lead to a big blow-up.
Just because he is making up a race, does not automatically mean he is making up other stuff too. If the race fits your concept and you can reskin something else to fit it, then go ahead.
From the tiny bit I read, the Dvati are a race with two minds in the one body right? Kind of like the Kalashta <sp>? Do they look normal?
I think it would be funny to have his character turn out to be a normal person with massive bi-polar & multiple-personality-disorder. He is convinced he is some special species that nobody has ever heard of, really he is just mentally ill.

Right. That means that it hasn't been published for 4e. It was published for 3e, and then converted by fans. That means you can't trust it worth a damn unless you give it your personal okay, and probably shouldn't allow it in your game.
