Give Complete Adventurer and Complete Scoundrel from 3.5 a look if you can. They have a lot of nice mundane items that should translate to 4e easy enough.

Disguise Kit
Footpad's Friend Dagger
Ring of Invisibility
Unfettered Thief's Tools
Magic crossbow with an image of your target's mother engraved on the side

On the infiltrator front: False-Blood amulet.

I just came across this today. It looks pretty cool.

It is in Seekers of the Ashen Crown campaign, page 26 in book one.

Level 7 item.

Neck Item slot +2 to Fort, Ref, and Will

Property: Choose a specific kind of humanoid creature, such as a human, giant, or shadar-kai. You are considered to have that creature's origins and keywords if doing so is beneficial to you. If the creature speaks a language other than Common, you can speak and read that language (but not words of power). You also gain a +2 item bonus to Bluff checks to disguise and pass yourself off as the type of creature you chose. These changes last until the end of your next extended rest - when you can choose again- or until you use a minor action to end the effect.

Staff of Knives could be pretty cool too. It looks like a quarterstaff but turns in to a dagger. He can pretend it is a walking stick when it is a sharp weapon.
