Warlock's Scepter costs 8305 gp.

It provides:

+1 Light Mace (2,305 gp)
5 charges/day Bonus to eldritch blast damage (1 charge = +1d6, 3 = +2d6, 5 = +4d6).
+1 profane bonus on ranged touch attack rolls while you hold it and still have charges left.

So the maximum it should cost is 6000gp - Value of charged portion of rod.

Now you just need to guess what the value of the charged portion is.

What about the 1.5 multiplier?

If the second two abilities are both 2000 gold pieces then the math should work out.

I am not sure the 1.5 multiplier is still being used for MIC items, but I think 2000 gp might be a fair price for the item in question (+1 sacred or profane bonus to ranged touch attacks).

I'd treat it as a magic weapon with no base weapon cost (2000 x bonus squared). I figure a heavy "ray mage" would use it as often as a fighter would use a weapon anyway. Touch attacks are almost always "1 checks" in my campaigns anyway, so there's not much reason for them to exist.

Except that magic weapon costs figure in a bonus to hit AND a bonus to damage.

Armor costs may be a better reflection in the regard...

Wow, thanks you all for insight into pricing. I think this is how I want the item to be:

Gloves of the Eye Tyrant

Made from the stripped flesh of a beholder and its shrunk eyestalks, these gloves are prized by spellcasters.
The gloves give a bonus to hit with ray attacks, the amount of bonus depends on how powerful of a beholder they
were created from. Additionally, once per day the wearer can hold their hands out, palms facing their target,
and cast Dispel Magic, which reveals an eye in the palms of the gloves.

When left unattended, the gloves will animate, revealing the eye in the palms, and
will attempt to sneak away together, including removing themselves from dead and sometimes even
heavily-sleeping adventurers, climbing down or over things, unlatching doors, and so forth. The gloves will
attempt to hide and avoid capture; many a wizard has found his gloves underneath a couch or behind a
bookshelf. (+4 to Stealth, Size: Tiny, Speed: Climb 5).

Price: +1 (Cost: 3,000gp?)(CL 5th) , +2 (Cost: 6,000gp?)(CL 6th) ,+3 (Cost: 9,000gp?)(CL 9th),
+4 (Cost: 18,000gp?)(CL 12th) ,+5 (Cost: 36,000gp?) (CL 15th).

As far as pricing the animate-and-sneak-away, i'd just assume it to be a pseudo-curse/unintended byproduct since its certainly not beneficial at all.

Bingo! Treat it as a wand or small Rod that is held and make the pricing for the Attack bonuses the same as the armor enhancement bonuses.
