Help Me Steampunk a Missile Launcher

1930s? Then you want to go diesel punk or retro futuristic. Ie. Electric/firey ray weapons or have the missiles be propelled by mini jet turbines (which really would not be cost efficient) or compressed exposive gas.

How about, instead of launching powered missiles, it uses steam-powered pistons to fling incendiary-filled cannon-balls.

In my Deadlands game, the party Mad Scientist had captured and refurbished an airship.

He then built a weapon to mount on it. It does not fire rockets, or missiles, but *people*. He figured the most deadly thing he could throw at another airship would be another one of the PCs...

I might accidentally be leaning more clockpunk anyway. "Chattery Dame" (yes, that's a nod to Real Steel), B-ko's powersuit in this incarnation delivers a brass chain whip by means of a piston while the length of the whip is coiled around gears.
