Interesting.. keeping in mind that I don't have the entire called shot rules to evaluate, this means I am looking at these options in a kind of vacuum...

First, I am not sure your reasoning behind the INT requirement other than to force a flatter STAT spread. Personally I would drop them.

Called Shot Expertise [General, Fighter]
Looks okay by itself, albiet slightly weak. Are you using this as a gateway for all the CS feats?


Ruinous Called Shot [General, Fighter]
I would make a major renovation to this one... death attack is better than the assassins and weird stacking with other Imp Crit feats could occur.... perhaps something more like:
Prerequisites: Improved Crit, Called Shot Expertise
Benefits: You gain +1D6 Sneak attack and the Assassin Death Attack ability {as written in the DMG} as if you have 1 level of Assassin
Special: A Fighter may select Ruinous Called Shot as one of his bonus feats provided that he meets the requirements.
The one effective level of Assassin stacks with any actual levels that provide the Death Attack ability.
Notes: Creatures which lack discernable anatomy and thus immune to critical hits are immune to the effects of this feat. (Creatures which have a discernable anatomy which would normally be immune to critical hits are still effected by this feat with the exception for those which are also immune to death spells and effects).


Dire Called Shot [General, Fighter]
Painfully strong as written.. I would change the Prereqs to boost it up higher on the feat chain as...
Prerequisites: Ruinous Called Shot
This is basically a free +2 enhancement on any weapon used... drop the extra bleeding and call it good. This makes a good capstone feat as, after spending 6 feats, you will have someone who is very dangerous when weilding thier chosen weapon.

And of course, this is all assuming you are going with the CS feat only working with the associated Weapon Focus chosen...which includes the Sneak Attack dice and Death Attack from above..

Yep

Having trouble grasping what your asking here, I think the answer is yes but I am unsure 100%

I agree with this and I have expressed this to my friend without much luck...I see this as his trying to make called shots about how smart you are rather than any form of skill

CALLED SHOTS
Sometimes a character will wish to strike a particular body part in hopes for a specific effect Such as hitting the targets knee to cripple them or slow them down, hitting the eye to blind them, or hitting a hand to dislodge a weapon or item. This can certainly be done, however it is very hard to do, and requires feats to even begin to consider such a form of combat against another person or a monster.
The following rules are a guideline for DM’s and players alike for the use of called shots and the consequences of performing a called shot.
• You must announce that you are attempting a Called shot at the beginning of your turn. This is considered to be a standard action.
• You must roll a successful Concentration check (DC 13). If you fail you loose your attack for the round, and burn your Called shot for that round. However you can still move and perform a move action. Note: If you have the Weapon focus feat with the weapon in question this negates the need for a concentration check.
• Delivering a called shot provokes an attack of opportunity (AOO) from threatening foes (other than your target) because it involves focused concentration, and methodical actionOnce these criteria are met you can attempt a Called Shot. You receive a called shot penalty to your attack roll, as per the chart below for the appropriate body location. A DM may increase this penalty if the target area is particularly well protected by armor or the target is rapidly moving. Please note that when calculating the AC of a body location that areas that are unprotected by the targets armor (usually the head) do not receive the targets armor bonus. If you attempt to hit a specific part of the body (such as the hand, on an arm, the eyes or mouth, or a hamstring) the called shot penalty increases by 3.
