HELP! Underwater/partially submerged combat

Underwater Combat

Isn't supposed to be a -4 to attack rolls in underwater environment? Can't remember where I got that from.

And really, only piercing weapons should be allowed. So if you are feeling generous, a long sword could be used to stab at someone, but that great sword isn't going to do anyone much use.

We had a discussion on the old board about the use of fly underwater. It has disappeared by now. The board was split, with some people advocating that it could be used underwater (AD&D precedents, the fact that it is just a denser medium than air reducing the speed to a quarter) and those saying no way, because then it would expand the utility of the spell too much...And then there was some discussion about the definition of the word "fly"...

Just for the record, I was in the first camp, allowing the spell to be used underwater.

Still wouldn't remove the penalty to attack rolls underwater (which a freedom of movement spell would.
