Those aren't bad stats, and to use those best, and fill a roll for the party, you might want to think about Paladin. You aren't very strong, or dexterous, but the paladin's special abilities will fill in a lot of those gaps for you.
Think about this one: A halfling paladin. You sacrifice a little more strength to make your dexterity a bit more respectable in combat. Then focus on mounted combat -- and get a riding dog and a small lance. The Dog is key because he can navigate most dungeon terrain that Horses would not be able to handle, and if you need to he's light enough that other members of the party can help him climb. (I'm playing a halfling illusionist rogue right now who casts spider climb on his riding dog to handle the rough spots -- that makes for some interesting rides, let me tell you!).
Oh, and as FR paladin of Yondalla you can multiclass freely as a monk, which might help develop some of the other skills, like tumble, that will help the little guy stay alive.
