Look good to me

They look good to me. Fire Dart is a perfectly balanced 1st level spell (a little weak if anything when compared to Magic Missile) and I'll be using it my own game.

I'm a little more unsure about Wulgar's Blast however. I think it probably is balanced at 5th level, but any area of effect spell with the Force descriptor needs to be treated with some care. But, generally I'd say it looks ok.

Nice work all in all :)

As they are written, they both are perfectly fine. We need more spells that deal fire and force damage. Actually, we need one spell that can be modified to deal any type of damage. No use having a half dozen spells that are all basically the same except for the type of damage they inflict. Huge waste of space.

For Fire Dart, I'd up the damage to a d6 and add a reflex save for 1/2.

Normally spells that require a ranged touch attack don't have a save. Upping the damage to a d6 per caster level (max of 5d6) is not a bad suggestion.
