Normally spells that require a ranged touch attack don't have a save. Upping the damage to a d6 per caster level (max of 5d6) is not a bad suggestion.

Fire Dart is fine as is. Compare to Lesser Fire Orb, quicker progression/less damage.
If you go to d6, allow a fort save. Attack roll + Ref save is a no-no. (Flame Arrow not withstanding,its wrong, WotC wont admit it)

The other one is fine, its a huge area but not much better than Fireball

Comparing Fire Dart to Lesser Fire Orb, only noting differences:

Range: Medium (instead of Short)
Target: One Creature (instead of up to 5 creatures/objects... Shouldn't you also allow an object to be targeted?)
Saving throw: None (instead of Fortitude half)

I think the shorter range/one target only will sort of cancel out. It depends on the situation, but in general I think they are about equal.

1 - 1d4 vs. 1d8 (Avg 2.5 vs 4.5)
2 - 2d4 vs. 1d8 (Avg 5.0 vs 4.5)
3 - 3d4 vs. 2d8 (Avg 7.5 vs 9.0)
4 - 4d4 vs. 2d8 (Avg 10.0 vs 9.0)
5 - 5d4 vs. 3d8 (Avg 12.5 vs 13.5)
6 - 5d4 vs. 3d8 (Avg 12.5 vs 13.5)
7 - 5d4 vs. 4d8 (Avg 12.5 vs 18.0)
8 - 5d4 vs. 4d8 (Avg 12.5 vs 18.0)
9 - 5d4 vs. 5d8 (Avg 12.5 vs 22.5)

... it seems reasonable, maybe a bit weak at 1st and levels above 6th, but not allowing a save makes up for it, I guess.
