Though how the genie gets stuck back in the bottle day after day must annoy the living ..... out of the genie.

I can´t see the problem at all...
we have too many classes. Wizard is the most appropriate class for the shair. Arcane power source is the appropriate power source. The shair familars give the shair interesting controllery features.
Warlocks would not fit. Period. Making him a sorcerer, maybe. But I don´t like the sorcerer as a class...

I'm not seeing a Wizard there. I'm seeing a charisma-based genie pact Warlock - preferably providing an alternative to the Binder as a warlock controller; things like the ability to go diving for spells replacing the near-useless pact boon. Why do you think Warlocks wouldn't fit?

Yeah, now I do see the problem ;)

A charisma/int Warlock would not have been a bad choice, except that the powers of the class just don´t fit.
Maybe an int/cha wizard would have been best.
The problem of 4e is, that all warlocks have access to the same warlock spells and are prohibited from using wizard spells. And cursing does not fit the Genie Warlock.
Maybe a binder variant... but ganing boons through killing also seems wrong...

But it could easily be argued that it could fit a Feylock style Striker/Controller with a fixed damage bonus, instead of 'curse' (though curse certainly fits a proto-Arabic flavour anyway), with their own spell list giving bonuses for the specific Pact, as other Pacts get.
