Unless you know you'll be spending a significant amount of time playing at or above level 20, that build won't meet your wants of getting the outsider type. There are native outsiders like Aasimar and Tieflings, however.
http://www.minmaxboards.com/index.php?topic=1281.0 has a rather large list of +0 LA races, though some DMs might not agree with the methods of getting to them. For instance, in Dragon 297 they introduced other planetouched races named Axani (for Lawful outsider heritage) and Cansin (for Chaotic heritage), though they have +1 LA. Player's Guide to Faerun then goes on to say that the +1 LA native outsiders can be made +0 by changing their type to humanoid.

If you really want to play an outsider, ask about using the
Level Adjustment Buyoff rules. Aasimar would be the best bet (despite the Good/Celestial heritage) for a hexblade due to the Charisma bonus. You can play the character as disillusioned with the whole "Good vs Evil" thing. There may also be the possibility of using
Savage Progression to get the race and then just not taking the second level of the race since the article explicitly says the player doesn't need to.
If you really want to play a Drow then keep in mind the LA will hurt your overall effectiveness unless you can buy it off. That Savage Progression article also has Drow, but you won't get the Charisma bonus unless you went into the 2nd level progression which isn't exactly something you want to do in most cases unless you can buy off the LA.
