I read the forum, I disagree. I don't believe he is saying the Invocation provokes. I also believe the FAQ that was published within a week of that post clarified the question I believe he answered in the thread you linked.

I agree with how you read it.

It appears to me that "other" people in the thread were making the point it doesn't (or shouldn't) generate an AoO but I didn't spot anywhere that Rich made that assertion. Now there appears to be quotes attributed to him but they have somebody else's signature so I can't tell if he was using 2 different log-ins or someone had reconstructed the thread somehow or they were trying to quote him or something totally different.
