It's called Armor Training. If this character had a Dex of 24, his AC would be 44.

Despite the minor math hiccup, the point is still valid. At level 16, this AC is not remarkable nor unbalanced. All this AC really does is buy you some degree of immunity to 3rd and 4th attacks and emphasize the gulf between full BAB fighters and the rest of them.
