I'm thinking of introducing the following feat:
Hold the Attack
Benefit: When you use a non-reliable encounter or daily attack power, you may take a -X penalty to the attack rolls for the power. If you do not hit with any of the attack rolls, you do not gain the benefit of the Miss or Effect entries of the power (if any), and the power is not expended.
What do you think would be a reasonably balanced penalty to the attack rolls? -2? -3? -4?Benefit: When you use a non-reliable encounter or daily attack power, you may take a -X penalty to the attack rolls for the power.
