Is there any reason why a hook (yeah, pirates, Aaarh matey!) is not a "natural" weapon that gives secondary attacks? Or are there rules somewhere how to "achieve" these kind of natural weapons as human (or something similar)?

I think the concept of natural attacks is that it is an "instinctive" attack routine that is hard wired into your brain. Note that you cannot get itterative natural attacks from a high BAB, you are stuck with the routine you start with for your entire life.
