Actually, I can see it working real well with Vigor in some very common situations.
1) Psion does not yet have Vigor up and takes 40 points of damage and has 5 left.
2) He then Vigors himself for 50 points just to make sure he does not fall over on the next attack.
3) Next round, it uses ETH to gain back his 40 damaged points. Now, he has his full hit points plus any temporary points that he still has left over from Vigor.
If you consider ETH to be a healing power as opposed to a damaging power, then it works great with Vigor since you are primarily using it to heal and would only use it when damaged. Since the idea is to not get damaged at all, Vigor does a good job of keeping a Psion alive, but it has to be in place to do its job. ETH is a power to be used when Vigor fails (e.g. the opponents blew through your Vigor temp hp or you never got Vigor up in the first place).
There are a lot of powers which can damage an opponent. ETH is not really needed for that. There are only a few which can heal. That's the true strength of ETH.
