House Rule: (Most) Encounters are Milestones

Milestones, Action Points, and Magic Item Dailies: A (single) successfully completed encounter of note or comparable challenge is a milestone, and as such the character gains an action point and can use another item daily. A character may use up to two action points in an encounter.

Rational: Originally, the point of this was to squeze a little more action into a typical combat. Now, the main reason is just ease of tracking. To clarify, "of note" is to exclude tactically retreating or picking little fights as ways to gain action points or item dailies.

The original idea was to amp things up a bit. (Though I should probably note that you can only us 1 AP a round...)

And the idea of balancing it out a little is good, maybe just 1 AP on my side each encounter (plus the standard for elites and solos).
 




Heres a slightly different version:

A player character may use one action point and one magic item daily in their first encounter and in each additional encounter preceded by a short rest. Once per day they may use a second action point or second daily in an encounter, but never in consecutive rounds. The DM may use an (additional) action point each encounter for any creature under his or her control.
 

As a slight variant... have every combat count as a milestone, as you say, but don't give out daily uses and APs for the first fight of every day. Similar in effect, but less frontloaded.
