How best to remove XP costs?

I don't use XP in my campaigns either. Item crafters just spend the gold and time and it's usually done off camera between adventures. Spells with an XP cost can only be cast once during an adventure or between adventures.

If you don't have the crafters behind, then you're giving them a massive advantage. Or would you like them to be able to equip everyone with magic equipment between adventures without cost? How about suddenly turning up with a Staff of Thunder & Lightning? An infinite supply of potions? How about casting Wish left, right, and centre? There should be some penalty.
