It may not matter
If you liked playing a wizard in a low to no magic, it pretty much sucks. I saw campaigns in which a magic wand was an artifact, and fireballs can only be cast by the gods. Magic-users really had a hard time. Most of them were just street magicians, and the most powerful of them could actually use orisons and cantrips (0th level spells) The most productive mage or cleric was actually more likely an alchemist. Imagine, a wizard only doing mundane alchemy using the alchemy skill. It would be very hard for mage players to handle, but on the hand it opens to new ideas on how skills can play more of a role. Alchemy could make fireballs, cures, lightning, and poisons, but you need to know how to do it.
