This is the best way (easiest) IMO.Magic Initiate is probably the best way, using a variant human or Tasha's rules to get the feat at 1st level.
Magic Initiate doesn't allow you to pick spells from the paladin list (and paladins have no cantrips for Magic Initiate to apply to either.)I would imagine most DMs would agree that gaining Wrathful Smite via Magic Initiate would allow you cast it using available spell slots as well as once via the feat.

Another option is to look for the psuedo equivalents.
The Form of Dread of the Undead Warlock allows you to impact the undead condition once per round on a hit (save negates). I have a druid that has made an undead pact to allow Armor of Agathys, Hex and Form of Dread to create 'Pet Cemetary'-esque Circle of the Moon animal shapes.
Battlemaster Menacing Attack also gives the frightened condition.
As a DM, if a player tells me that they like the mechanic that a particular spell, item or monster has because it seems like a fun feature for a PC, but they see no way to get it, I look for ways to make it happen at an appropriate cost. For example, you might find a 'Vexing Weapon' in my game that forces enemies hit by the first attack made during your turn to make a DC 13 Wisdom saving throw or be frightened of you until the start of your next turn.

It seems like you're focused on the mechanic of it and the belief that it is a desirable overpowered mechanic. If so - multiclass hexblade is likely worth the cost. You get Hexblade's Curse, Wrathful Smite, Armor of Agathys, a couple Cantrips, ability to use Charisma to attack (if it is a high stat for you), and a SR 1st level slot. For a build that works to use Wrathful Smite, it is a pretty good deal.I love Undead Warlocks. It is my favorite Warlock, even for a Gish. It is not the same though and if I could multiclass to Warlock I would just go Hexblade anyway.
Form of Dread is nice but the frightened effect only lasts a round. The great thing about Wrathful Smite is it takes an action to try to shake it and you use that action to make a wisdom check, not a save so that check is done at disadvantage and gets no proficiency bonus.
I also love menacing attack, and I have picked that up with a feat before, but again it is not as powerful as Wrathful Smite.
