How difficult would it be to hit a wand?

Yes, they do.

They have 0 (zero) dex which is a dex mod of -5.

The base is always 10.

Now, would the wizard in question get to apply the "cover" AC bonus from the shield to the wand as well?

I think the definition of a "cover" bonus is in regards to the character having enough "cover" to enhance their AC. That being the case, why wouldn't the wand benefit from the same "cover" bonus as the wizard.

Unless the wizard was holding the wand outstretched and outside the actually area that the shield spell covers.

You want to show me where in the PHB it specifically says that a torch is able to set things one fire? I mean, it only states that it provides light and that it burns, it makes no mention of anything else burning when the torch is applied to it...

That is because it is not in the PHB it is in the DMG on page 86. It is the the side box titled "Catching on Fire."

edit: I'm sorry that is talking about noninstantaneous magic fires. I'll keep looking for you.

edit #2: I did find it, and it is that passage.

"Characters exposed to burning oil, bonfires, and noninstantaneous magic fires such as wall of fire might find their clothes, hair, or equipment on fire..." -DMG pg. 86

So where, exactly, do either of those passages mention torches? In particular, torches made with tallow, as per the PHB. (not oil or pitch)

It states it in that passage. By mentioning the bonfire, which is nonmagical fire, it takes torches into acount. Since torches are nonmagical fire. Granted a bonfire is much hotter than a torch. That is why I would probably house rule that the torch deals less damage.
 

I have to agree, even if it doesn't specifically mention granting cover bonuses to items, it makes logically sense that if you have cover, then so do your items.
