Yes, they do.
They have 0 (zero) dex which is a dex mod of -5.
The base is always 10.

That is because it is not in the PHB it is in the DMG on page 86. It is the the side box titled "Catching on Fire."
edit: I'm sorry that is talking about noninstantaneous magic fires. I'll keep looking for you.
edit #2: I did find it, and it is that passage.
"Characters exposed to burning oil, bonfires, and noninstantaneous magic fires such as wall of fire might find their clothes, hair, or equipment on fire..." -DMG pg. 86
