No, he doesn't... an immediate reaction can trigger after any given square of movement. So the fighter's charge brings him adjacent, and the shift triggers before the fighter makes his attack as part of the charge.

Also, if you have movement left when you move up to the Kobold you can follow him. Your movement doesn't have to end just because he interrupted it by moving away.

So just avoid making your last possible square of movement be the one that puts you adjacent.

Is there some sort of rule for that? I thought you couldn't split your movement, otherwise this leaves a lot of things wide open that shouldn't be. For example, you could move 3 squares, kill a minion, move another 3 so that you're adjacent to another enemy and then spend an action point to attack him. You would essentially have done 4 actions, rather than 3.

I thought that when you moved, no matter how many squares it was, that was your move. Otherwise, what point would powers like this have? You just have to make sure that you never move adjacent to a Kobold unless you have additional movement left.

You do not have to decide your destination square when you initially declare your move action.

Move one square at a time up to a maximum of your speed. Before/during/after each square of movement, you may need to handle immediate actions or opportunity actions from other characters.

As to what use the power has, it's not only useful for avoiding attacks. You can set up flanks, force the attacker to provoke OAs if he wishes to pursue, and so on.

You are NOT spliting your movement!

You move. During your movement, the kobold has an immediate reaction. After the kobold finishes it's reaction, your turn continues. If you have movement left, you can move.

That's not the same as: You move. You use a standard action to attack. You move again. That would be 2 move actions and a standard action...which is only possible if you spend an action point...or if a power specifically allows it.

One might even say "The power's primary use is not avoiding an attack. Instead, it's for setting up flanks, forcing the attacker to provoke OAs if he wishes to persue, forcing the opponent to shift instead of move, etc."
