Another thing that people often seem to overlook: Wizards can use staffs as implements. A quarterstaff is in the staff weapon group. The CB will indeed let you use a quarterstaff with a weapon enchantment as a wizard implement; this seems to be intended rather than a bug.

Saying it is intended seems rather a large stretch, with so many weapon abilities being highly questionable when applied to magical atacks.

I do wish Wizards would clarify their thinking on this. I was hoping AVII but maybe PHBIII
