A 40th level fighter has +20 BAB, and +10 EAB (Epic Attack Bonus). We add those and get 30. THe feat gives 2 arrows at +6, and one more every 5. So at +30 he will be able to fire 6 arrows using these feats. At +31 he'll be able to fire 7.
