We are very easy-going as well: you can do whatever you want with your starting money. There's not even a limit on single items, mostly because it is generally more advantageous to actually buy many lesser items than a single powerful one.
In the adventures where the DM is me, I don't let the characters find magic shops or easily buy permanent magic items at all (well I do, but what they find is quasi-random), therefore it's better for them to get what they want at the start of the campaign, because afterwards it'll be difficult unless they craft the items themselves.
About wizard spells, it's the same: at campaign start you can have as many as you wish, just pay the scribing costs. Later it will depend on sources found during adventuring.
