Y'know, this is Too fun. But, I guess, in all my thread Hijacking, I should try and reroute it.

I'd say, if he didn't have any weapons or such on his belt, 1 per hip, and one on either side of his backpack, while a bundle of arrows beneath, maybe.

Or a whole mess of them in several bags of holding, portable hole, HHH and so on. :D
 

Honestly, in regards to the original topic, I would allow two on the back without hinderance. Perhaps a smallish quiver (half or quarter capacity) on each hip or leg, but I think that's it. As far as backpacks, Haversacks, Bags of Holding, and Portable Holes go, well, now that's a different story. :)
