It seems to me that Bishomon's problems can be summed up to two things.
A: That he wants to be able to do this at first level and
B: That he objects to using a particular class to do so, purely for the name value.
With A...well, I'm not sure if you can really use this as a basis for an argument. Garrett never seemed like a level 1 character to me to begin with. It's like arguing you should be able to play Gandalf the White at level 1.
As for B...why does having to tack 'Ranger' as a multi class or first class option really take anything away from the character, especially if we dont know 100% what abilities it gives us? The flavor is what you make of it, especially considering how many Urban ranger variants 3rd already has.
