I disagree that the attack you get at the end of a charge is not a "normal melee attack". It has certain bonuses and special conditions, but so does a melee attack made when you're invisible, a melee attack made from higher ground, a melee attack you make when you're wielding a reach weapon, a melee attack you make while having the Weapon Specialisation feat in the weapon you happen to be wielding, and so on and so forth.

So what is (and isn't) a "normal melee attack"? Within RAW, the simplest answer is "not using a special attack action". Clearly that's not the answer you prefer (and I'm not thrilled with the no smite on a charge implications of that definition) but none of your comparisons give a better defintion.

I would say that a "normal melee attack" is any melee attack where you use your weapon to do damage. Things that are not normal attacks would then be things like trip, disarm, sunder. Yes, these are all special attack actions, but I think that's not the distinction we're looking for (especially as it would contradict the Charging Smite alternate class feature from PHB2).

A reasonable definition - the only question then would be of grapple, and that's not a big deal....
