D&D 5E How might one monk grab and steal another monk's staff in combat?

Make the staff have a secret curse would be my option.

Or make its return to its rightful owner part of the characters story arc.

This all sounds unessescarily arbitrary and forced.

That was the impression that I got from the OP. Both agreed it was too much and were just searching for a way to coolly and narratively remove it.

There's also a maneuver for disarming that the NPC monk could pick up with a feat or by dipping 3 levels into fighter and taking the Battle Master path. The dip would give the monk Action Surge, which, if it succeeded in taking the staff, it could use for a bonus action to break the staff over its knee. If the staff was of narrative significance, the player might embark on a quest to have it restored which could take him so long to complete that he'd feel entitled to the item if he succeeded.

If I were running something like that, I might let the group know after the session that it was a special case I'd worked out with the player beforehand. Some folks get disturbed by the idea that a DM would take magic items out of the hands of their characters.

Have the evil monk show up and ask to examine the staff. While looking at it he tells the monk PC " when you can take the staff from my hands it will be time for you to posses it". Then he teleports away. The party can encounter him in the future and the monk can take him up on the challenge.

Considering you didn't mention any of that, I was under no obligation to assume the situation was anything other than what you wrote. If you can't take criticism, then yeah, you probably shouldn't spend much time online.
"
Why are you being a dick to him? The very first sentence of his post said "We BOTH agree it's a tad much."

This right here is the best solution and hell he does not even need to be evil his master summons him to hear an accounting of his deeds cites that he has to leave his staff behind for a period of time in the masters keeping ...
