I love this idea. I would love to be able to just and a play a fighter packet or a wizard packet.

Seems a print on demand option would be great for this. There's such a diversity in how people consume their roleplaying I'd imagine going all or nothing in one form or another would be hard pass for some people. Myself, if a core rule book was only available in a .pdf or electronic format I wouldn't buy it. Theres some races and classes I dont allow in my campaign so to have the option to pick and chose the ones I want would be nice.

How does that work with spells? Is the fighter packet $5 but the wizard packet is $10 because it has a lot more pages?

Sure, if that is the case and the they (EnWorld) believe that is the best way to market it.
