How to turn a Dragon into a Lich?

IIRC only a willing dragon can be tunred into a lich. If the dragon does not want to be turned into a lich, he never will become a lich.

The cult of the dragon describes the process where a high level wizard can turn a dragon against its will. But I figure the evil priest torture it enough that it gives in to it willingly, and as stated earlier....its like making a child take candy. It may not be his favorite flavor, but oh well
