How would you add Sylar to your game?

Well, the Heroes setting is very specific about the kind of characters it contains.

Here is a possible "replication" of it:
Treat each superpower as a magical item that you usually can't lose. Instead of handing out magical items as treasure, each time a characters level advances, just improve his power to fit his expected wealth by level.

Sylar has the ability to steal this special treasure if its posessor is dead, but his own power doesn't advance by level.
Peter is similar, except that the original person keeps its power and doesn't need to die either.

Sylar is still not entirely balanced, as he obviously doesn't need to share his treasure with 3 other PCs, so you might want to give him lower level versions of the powers. (This would also indicate that Sylars stolen power don't improve over time - he only gets it at the mastery the creature he stole from controls it...)

This will probably fail for a lot of the powers described with Heroes - I doubt that Claire's healing ability will change a lot if she gets better control, but Hiros abilities will certainly evolve a lot in time.

I'm not sure how you'd do it in D&D, but I wouldn't let him eat skills/feats/saves/other things along those lines. Those represent training. Sylar wouldn't have been a good cheerleader just because he ate Claire's brain - he would've just been able to regenerate.

So I'd limit it to Spell-Like, Supernatural, and some Special Abilities. I'd also say he could only one from one person, even if that person had more than one. So he'd have to choose.

That's what I'd do, anyway... Something along those lines, at least. He'd still get powerful pretty fast, but not so powerful that the PC's could never handle him.

It's pretty much the same ability that Peter has, though, isn't it? Only with the difference that Peter changes up from hero to hero, whereas Sylar gains the ability for a period of time after consuming someone's brain.

There's gotta be an easy way of doing this in M&M, otherwise how to model Rogue, the Parasite, or Amazo 2.0?

Sylar Blast (invocation)
[Epic; 21st; Blast Essence/Shape

You may permanently acquire as an invocation any single Special Attack or Special Quality from a creature you slay with your Sylar Blast. Sylar Blast counts as both an Blast Essence and Blast Shape. Your Sylar Blast has a range of 10ft.

or

Sylar Creature (template)

Size/Type/AC/Attacks/Etc: as base creature

Special Attacks: as base creature and as follows
Finger of Sylar (Su): as finger of death. full round action. limited range: 10ft (Sylar always seems to do the head-cut from point blank range)

Special Qualities:
Acquire Special Attack or Special Quality (Ex): any time a Sylar Creature slays kills someone with his Finger of Sylar attack and eats thier brain, he permanently gains one special attack or special quality of a consumed brain's owner. The chosen ability must not rely on a physical feature of the consumed creature, such as a gaze attack, a breath weapon, flight, or a natural attack with an appendage not possessed by the Sylar Creature. If the ability allows a saving throw, the Sylar Creature uses his own ability score modifier to determine the DC (shamelessly stolen from the Illithid Savant's level 5 and 9 PrC abilities).

LA: you wish, bucko!
CR: +2 and +1 or +2 per ability stolen

Personally I'd write Sylar up as an Epic level Warlock using the above Epic Invocation... using his lower level invocations as powers stolen earlier.

Heroes started really slow, but the last 2 episodes were awesome with this past episode being one of the coolest ever for a TV show. I never saw the "Sylar thing" coming. BTW, what was with the scar on Peter Petrelli? He has Claire's ability to heal, why would he have a scar?.

That was indeed an awesome episode. (use your spoiler vision!)
I think the scar is either...
1) from his exploding
2) a wound from the Kensai blade
3) from a wound he suffered while having his powers suppressed by the Haitian

Perhaps 2) and 3)

Also, several people have said they thought Sylar could only use one power at a time... (spoiler vision!)
however last episode he flew and walked through a wall while appearing as Nathan Petrelli (appearently with a stolen Disguise Self-like power).
