RUNE has an entry, and extensive rules, for using your foe's severed arm as a weapon to beat him to death.
If it's something you want to encourage in your campaign, the trick is probably to have a mechanic that will leave him alive long enough to beat him to death
3e doesn't have a mechanic for a called shot (does it?), so maybe the PC should declare it (no multiple attacks) and receive a -4 attack penalty or some such; maximum damage is equal to half of the foe's current HPs; if at least this much is done in one blow, the targeted limb is severed.
After that, I'd probably be generous and treat it as a club that lasts for one combat.
