The eye stalks aren't firing free actions, right? Therefore in your senario there is a non-Free Action window for the PCs to get in their attack. It's a little tricky specifying the correct trigger. Actually you DON'T want to Ready on the blink itself, because if the DM rules you go before the blink then you act while the antimagic cone is still in effect. :)

But then it's only when it fires at you, not a party member. More like "Ready when he fires an eye ray while the central eye is closed."

Of course if you do that at the start of the fight it might bring the ire of the DM unless you make a [unhealthy] habit of fighting Beholders, have some sort of Knowledge (aberations), or know well in advance you are coming up against a Tyrant Eye.
 

Note I said "towards" you (in the general vicinity around you, such as at other party members in the cone), not "targeting" you.

OK, you mean it in that way. Still that doesn't cover all situations (mine misses a related one too). If they blink and Dominate someone on the other side of them and get them to come over to you to attack you in melee. They can't do that with the Antimagic on unless you are at the edge so the guy melees into it.
