Lots of people have been complaining about how hobgoblins do 2d10 damage with a longsword one-handed. The guard captain is the same.

There’s a note in the MM intro talking about how some monsters don’t follow the rules for equipment in the PHB. These would be some examples of that.
Yeah, it's just a way to get them to their expected damage output without adding too much burden on the DM (and the complexity of the statblock) by making some other more-complicated (but perhaps less "gamist") way of getting there.

Call it "Maglubyet's Blessing" (for the Hobgoblin) if you need an excuse, or "Superior weapons training" for either of them.

They are both Battle Master Fighters novaing their Superiority Dice when they fight the PCs for 12 seconds of their day.
