I have a Question about Magic Item Mechanics

Healers Brooch:

Property:
When you use a power that enables you or an ally

to regain hit points, add the brooch’s enhancement bonus to the hit points gained.


And

Battle Standard of Healing:

Power (Encounter


Healing, Zone): Standard Action.

When you plant the battle standard in your space or an
adjacent square, it creates a zone of healing energy in a
close burst 5. Whenever you or an ally spends a healing
surge while in the zone, you and all allies in the zone
regain 1 hit point.
This effect lasts until the end of the encounter or until
the battle standard is removed from the ground. Any
character in or adjacent to a battle standard’s square can remove it from the ground as a standard action.


Ok, heres the queston... Does the Healers Brooch work off from the Battle Standard of Healing ?

Say the Warlord has a Healers Brooch +2 , plants the Standard, then uses a power to allow the fighter to spend a Healing Surge, does everyone get 3 points of healing who are within range ??

Or does it only work for the fighter he healed ( 2 for brooch + 1 for the banner = 3 points ), and the rest get ( 1 point from the banner ) ??

I am not sure how Magic Items trigger, or how they stack on these items.

Any help would be very helpful thanks in advance =)

It doesn't work off the battle standard, as I see it. The standard gives a bonus to all if one person triggers a healing surge while the brooch works for a single person.

So if there's a standard and you have a healer's brooch, if I take Second Wind, everyone regains 1 hp due to the standard. Nothing else happens. If you use Inspiring Word, you can apply the brooch and gain the standard effect also. You have to be a class that uses a POWER to trigger healing. So Heal skill, giving someone a potion, etc., doesn't work. It has to be a power with Healing as a keyword:

The brooch says "When you use a power that enables you or an ally..."

The Heal skill, Second Wind and healing potions are not powers.

So the brooch would apply to any powers you (the wearer) use, specifically to the target(s) of those powers. When the Battle Standard uses its property to give bonus healing to all, its healing is unaffected by the brooch. (Unless you had a Battle Standard that was allowed to wear and use a Healer's Brooch ... but that's just silliness that any reasonable DM should instantly swat down.)

That just means that the healing it does can only happen once per encounter. If someone plants the standard and thus activates it, someone else can't uproot it, move 6 squares with it and plant it again. Well, they can... but the second time they plant it, it provides no benefits and the initial zone of benefits is lost.

It all depends on who has the Healer's Brooch. For the brooch to work, that person must have a POWER that can trigger someone spending a healing surge. It does not affect the abilities of the standard, as I see it. The two are separate and they stack.
