I don't plan for the PCs to get it. The character is of house Cassalanter of Waterdeep, and as a noble, she would have much more available wealth than is normally possible.

Stand and Deliver! Now, give me all of your wife's money! (Opens up the possibility for the "but I'm not married" response.) To which she could reply "One day, you might be, and I don't want her to have what's in your pocket. (Note innuendo for mouse-pocket flirtatiousness.)
 

Any PC I've ever met would fight the would-be-robber NPC, no matter how charming. The only way I've seen around this is 1st level PC vs NPC w iterative attacks (eg Ftr6+) who strikes to subdue/disarm/trip/sunder and can maybe intimidate the PC into surrendering without killing them. But no PC ever willingly hands over their cash to an NPC robber of unknown prowess.

Excellent! The Cassalanter house is known for its gassy indigestion problems. Cassalanters are always puttering about town.

Not my PC's :). My games are very RP heavy, fighting occurs but it's not common. My PC's are much more likely to parley then to draw steel. She won't attack the PC if they don't give her any money, she'll offer a duel. One strike, if she wins she gets the money, if she looses, they get a kiss. I suspect the player will loose on purpose ;). Anyway... if they actually hurt her, she'll simply run away. If they catch her, they'll catch her, I'll deal with that then.
