I highly suggest you, and your DM spend some time with the SRD, and possibly spend the $$ on the books. It is obvious that both of you are making quesses as to how the rules work.
Not being able to take actions, such as when Stunned, means you, the player, cannot declare an action, such as Attack, Defend, Move, etc... It does not mean that the character stands there stupidly, allowing enemies to do whatever they wish. The character can still defend, altho his ability to do so is limited.
This limitation is reflected by not having an active defense {no Dex mod to AC} and a penalty to AC.
In order to bag and shackle, your character would have to be either Helpless or Pinned. The condition of Stunned is neither of these.
So, the Monks could Stun, then attempt to grapple and pin you {opposed STR checks per the Grappling rules}.. and then have a buddy tie you up.
Being stunned is a dangerous condition, more so with an enemy Rogue who will get Sneak Attack damage, but for 9th level characters should be just an inconvienance.
Just so you know, you can run the entire game from the SRD. I have yet to purchase the new editions PHB or DMG, relying on the SRD and my players for the written text of the rules.
