I know this has been asked before, but... ECL?

This has never come up in any game I've been in, until now. One of my fellow player's is using the 3E Savage Species rules and playing a Minotaur Warblade. I am trying to figure out ECL and what not.

He is a full Minotaur w/ 3 lvls of Warblade. I beleive his ECL is 11 (6 lvls of Minotaur +2 LA +3 lvls Warblade). Now, what does this mean exaclty?

I take this to mean he is a 9th level character (Minotaur 6/Warblade 3) that needs the equivalant of 12th level experience in order to reach the next level. Is that correct?

How do you compare him (power-wise & character level-wise) to the rest of the group? Is he equal to a 9th level character (he just needs more XP to level)? Or is he equal to an 11th level character (BECAUSE he needs more XP to level)?

If we are trying to keep character levels even, should the other players be making characters at level 9, or level 11?

If you're using 3.5 rules, he counts as an 11th level character for purposes of experience, equipment value equivalence, and ECL. He's only a 9th level character for purposes of feat and ability score gains.

He is supposedly equal in power to a character of level 11.

He's a level 11 PC, plain and simple.

(Except for HD, feats, skills, saves, ability score boosts, BAB,......i.e. "except in all the ways that's he's not".)
