I would agree that 4e was a reaction against simulationism in rules. The whole point of 4e after all is to narrate what goes on in a scene (particularly combat scenes).
However, I don't really see why that means 4e was for people who didn't really like D&D. They kept too much of 3e's mechanics for that to be true.
