Some possibilities:

Monk/Sorcerer - with those sorts of stats, you can make a good monk. Take the Ascetic Mage feat and don't worry about Wisdom too much. Focus on blasting spells, if you want.

Warmage/Beguiler - You'll be spontaneously casting from two lists - one blasty and the other enchantment/illusion/utility. Good skill points. Beguiler adds some nice DC boosts and SR piercing.

Barbarian/Warlock - it would be cool.

...a Dragon Shaman could also make an interesting blaster (with buffing and healing action). Picking up some feats to boost your breath weapon would be a must. I might pair it with Ranger or Barbarian for the skill/BAB boost, depending on what angle you wanted to take with it.

Stats... are kind of well, simple 18 int/dex, 16con spread..

4 Energy Substitution: Acid (+0 lvl)
5 Arcane Thesis - Scorching Ray
6 Easy Meta: Energy Admixture
7 Twin Spell (+3 lvl)
8 Quicken Spell (+3 lvl)

You could blast like this in one round...

Scorching Ray - Level 2 [+3+3-3] = 5th lvl spell
Twinned (+3)
Quickened (+3)
Sub: Acid (+0)

Scorching Ray - Level 2 [+3+3-2] = 6th level spell
Energy Admixture (+3)
Twinned (+3)

For a total damage capability of..
4d6x6 = 24d6(6 rays)+7d6(SA)
4d6x6x2 = 48d6(6 admixtured rays)+7d6

12 attack rolls are a downside, but with rogue bab and high dex touch acs shouldnt be too bad.
Assuming we hit on 4 of the quickened rays and 4 of the admixture damage would be 62d6 or 217 avg damage. If we included an empower metamagic rod or a maximize metamagic rod it just.. gets nastier..
 

Another Rogue/Wizard... except add Incantatrix to the mix, and go the double wand weilding route with all the Incantatrix meta boosting to wand spells (at the cost of extra charges)... but then again... zero level wands of lesser globe spells are fairly cheap... now with extra SA goodness!

On a side note, any build would be powerful with the given character creation rules so just be what you will enjoy.

Maybe that was the DMs intent?

That pretty much is, but he only allows the core+complete w/o looking it over, anything else and it has to pass by him (even the spell compendium). The dragon shaman/barbarian peaked my interest a little, but I'm feeling a little burnt out on meleeing.

I was looking in PHBII and saw the buguiler gets some non-lethal damage spells. How good are those in play?

Well if he allows PHBII and Core+Complete, you can still use arcane thesis, stack metamagic feats onto the scorching ray and use things like Energy Substitution and Fiery spell and whatnot as free metamagic to enhance it.
