I need advice on Level Adjustment

Also, you have to think, that almost every other playable race does not get the wings either. Thus about the only one that does get it is something like a half-ogre. So being a Halfling is nothing special. If he were a Human, he would also not get the wings. Would you give him the template at +2 as well?

Why should he get a benefit over a Human, elf? Dwarf?

IMHO the +8 Strength is worth the +3 LA. The other ability boosts and immunities make it a worthwhile package.

Wings are gravy, as is the relatively useless breath weapon. However, I'd allow him to grow wings for a Feat if he does take half-dragon, because at high levels, they're not a big deal.

(The pre-reqs for the feat would be something like 12 HD and Dragon type.)

PS: Also maybe point him to the Half-Dragon Paragon; it's a nice little boost for half-dragons. :)
 

If a PC is Large, he has paid additional LA to get to large. The flight is then 'interest" paid on the LA for being large.

If you want an official feat, Draconic Wings from Races of the Dragon does pretty much this.

IIRC, it has to be taken at 1st level. From levels 1-4 it only allows gliding. 5-9 it allows flight for a limited amount of time per day. 10+ allows unlimited flight.

Even without the flying its still a strong template, +3 is very reasonable. Heck you could even say its worth +4 with flying.

Seriously though, once you start giving in to this sort of pressure from players you might as well let them run the game. There will always be something else they want you to change in their favour.

Just say no.

I actually like player's coming up with this kind of suggestions. It actually reduces pointless metagame optimizations, since it means that a character following a particular concept doesn't need to be absolutely minmaxed and use optimal combo's. If a character has a sub-optimal background for a particular choice, but that choice makes sense and is fun game-play wise, then why not fix the rules?

You shouldn't always agree to everything (it's gotta be reasonable), but you can try, anyhow.
 

I love my players to come up with interesting ideas for their characters but it really pisses me off when someone is obviously just trying to get around a rule they don't like or trawling for an extra powerup.

As DM, I bend a few rules, and houserule a few more, but things like LA I take as gospel. I have not found any with which I particularly disagree, as yet.
