I need help fleshing out my campaign! Please! (My players stay out!)

I need help. I have a wonderful story arc going with my group but I'm having a hard time filling in the blanks. Let me give you some details and maybe you can help me flesh it out. :)

Setting:

PCs:
Emma - Female scholarly character
Jack - Male ex-military
Eric - Sci-fi author
Neal - Doctor

The PCs work for Department 7 and are based out of Boston. They have been tasked to research certain "oddities" that are occurring throughout the US. These oddities have to do with either a) paranormal phenomena or b) "creatures" slipping through the cracks between our dimension and others.

Their handler is one Ms Fellows, as outlined in the Urban Arcana book, a no-nonsense, business oriented person.

The campaign begins with Emma getting a call to meet her boss, Anne, in a fast food restaurant late at night. They end up not meeting her but rather seeing kobolds for the first time. They visit Anne's office and find a scrap of paper Anne had hinted at in her e-mail to Emma. It was the symbol of the Knights Templar.

The PCs become members of Department 7 because they know "the truth" about what is out there. After working a few more missions, they are tasked to report to the Los Angeles field office to help rescue Anne from an organization in which she is working undercover but has failed to check in as she regularly does. Up until this point, the PCs only contact with Department 7 has been Ms Fellows. She has been very professional, to the point of being called a "cold hearted female dog."

Anyway, the PCs go to rescue Anne and get their butts handed to them. They barely escape with their lives and without Anne. The PCs go back to Department 7 and are told, by Ms Fellows, they need to drive across the country, back to Boston, and await further instructions. Along the way a bunch of strange things happen. In the end, the PCs are approached by a woman who claims that Emma is a Daughter of the True Eve.

Ok… Now here's the backstory:

The Children of the True Eve are an organization that traces its roots back to the original Eve. The Eve everyone thinks of when they think "Adam and Eve" was not the True Eve. She was actually the third woman created for Adam. While the CotTE are not officially recognized by the Vatican, they fight for good and battle against evil in any form.

Ms Fellows is actually a member of the Scions of Cain, an organization bent on revenge against mankind because of the expulsion of Cain from the Garden of Eden. While their reasoning might be strange, they are extremely efficient and vengeful in purpose. Ms Fellows has been making life hard for the PCs when possible. She recommended sending the PCs in to rescue Anne even though she knew they were not up to the task.

The reason Anne was kidnapped in the first place was because she found out 2 things. 1) The Knights Templar were not responsible for the Spanish Inquisition as rumored by history. The Scions of Cain actually used it as an excuse for mass murder. 2) Emma is a Daughter of the True Eve. Her "parents" are, in reality, her adoptive parents. Her real parents were killed by the Scions and Emma was successfully hidden away.

Anne is eventually "rescued" by a group of Department 7 mercs who are actually Scions of Cain under the employ of Ms Fellows. She is taken to a location I would like to flesh out more to give the PCs something else to do.

So here's where I'm stuck as to what to do next. I mean, I have some adventures I could use but I'm not sure if I should just say "Emma, we will contact you when we have more information and instructions with what to do next" and have her do something else now. I don't want the PC to be the sole focal point of the campaign, so I'm also trying to come up with other ideas for the other PCs.

Does anyone have any advice as to what I could do next or things just to add to the campaign? As always, any and all suggestions are appreciated! :D

Well with out knowing more it would be hard to say. But defently you need to spread the focus around some. Perhaps some strange events are reported in NYC, maybe bodies have been turning up with no blood in them. A nice filler addy never hurts.
 

Wow. That's a lot of revisionist history to introduce. How much does the party know so far?

Anne is just an NPC, the boss of 'Emma'? Boss as in the traditional job sense, or in the Department 7 sense? What ideas do you have already for the adventure?

maybe Jack is contacted by an ex-squad member, who is now a mercenary in some Bob-forsaken Central American country, where the Aztecs/Mayans/Incans used to rule. He's seen some weird stuff going down, and wants a ticket out of there, or some reliable assistance.

Jack's uncle (sister, brother, child, mother, ex-girlfriend) requests his military records under the Freedom of Information act... and it totally doesn't gel with what he remembers from his time in the service...

Some crazy invention that Eric made up for a 1500 word short story in Amazing Stories is invented (discovered, declassified, revealed) in the 'real' world. But the end of the story was the invention destroying all life on the planet...

The Brothers of Hippocrates have been seeking and recruiting those with "the touch" for generations uncountable, to train and pass along their knowledge. Neal just might qualify, but with power comes a sacrifice...

You should tell us what role and powers Dept. 7 has in your campaign. This is a widely varying factor from game to game and affects a lot of things.

If you want to not focus on the one character, don't. You could try involving one of the other PCs--like sending them a fake letter from a relative that says they need the other PCs help--thats all, now, no details--just that they need their help.

Maybe Jack didn't go home after returning from a tour of duty and so his family is somewhat estranged or maybe Neal or Eric have relatives that disagreed with their career choices. Imagine how they'll explain their NEW career! Good roleplaying opportunity.

Have the PCs relative need help, but not want to accept the PCs help.
Once the PCs deal with the relative's situation, they find out somehow (or guess) that the letter was a lure to get the PCs out of the Scions hair for a little while.

Emma works for Anne in the traditional sense. Anne is the director of the Boston Project (an actual project you can look up on Google) and Emma is her underling. They have become very, very good friends over the years.

At the beginning of next session, the party will know the following:

1) Emma is a Daughter of Eve and her true history.
2) Ms Fellows is a Scion of Cain.
3) Anne has been kidnapped and taken to a remote location. Where she is is something the Daughters are still trying to find out.

That's really about it. My plan is for Anne to be found, eventually, and for the PCs to have to rescue her and go from there (I haven't planned beyond it).

Before that, however, I need to get the PCs to do something. I have an idea involving one of the PCs and an old army buddy who gets involved with dark magic (a Call of Cthulu adventure).

But that's where I'm running into problems. What do I do with them until the Daughters find out where Anne is? Heck, does anyone have any ideas as to what to do AFTER they find where Anne is?

One thing I forgot to mention is that the PCs were each visited in dreams by a demon. Each demon tried to get the PCs to give them info on Department 7. This was when they were new to D7. One demon convinced a PC to betray D7 by threatening to cause the PC's to have a relapse of luekemia<sp?>. It worked. So I also have that angle if I want to use it.

I know I'm not putting everything that may be necessary to come up with some solid ideas, but this is really all I can remember; which may be why I'm having trouble coming up with what to do next. :(

Actually, the PCs don't know much about Dept. 7; just what Ms Fellows has been feeding them. That it's an organization dedicated to preserving the balance between the realities and helping those creatures who need it. Basically, those creatures from the "D&D world" who come into our and seek asylum. Beyong that, they know nothing.

I did a lot of work on Quickshots Charlie; maybe I can help.

There are several "random" scenarios that can be thrown at your PCs with no real rhyme or reason in QS Charlie. There's a couple involving attacks by the Scions of Cain... since you've already involved them, it might become logical that the Scions attack the PCs to either eliminate them or possibly test them for induction into their order. In fact, you might use an encounter with the Scions to lead the PCs back to Emma themselves, rather than waiting for the CotTE to do it.

Another option might be to involve a third group to REALLY stir the plot. Say, for example, the Cult of the Tentacle use the Scion and CotTE involvement in Department 7 as an opportunity to strike at both groups through Dept 7 itself. Just a thought.

A third option is possession. The PCs are already being hanted in their dreams. It's conceivable that an entity, demonic or not, could try to possess one of them. While taking control of a PC isn't always fun for that player, if worked out properly (or done using a key NPC), possession can work nicely into a plot and leave a tricky situation for you players to handle.
