If it was old school darkness, Having a darkness spell and true seeing or a devil's See in Darkness takes the Dex bonus from just about every foe and gives you full concealment. Every fight.

So why not make Darkness be true darkness to normal folk and shadowy illumination to those with Darkvision ability (and of course completely penetrable for a Devil as usual). Problem solved, or at least as solved as it would be if you fought a Devil in the regular non-magic dark.

Or just take the Blind-fight feat. Or use the Touchsight power. Or get Tremorsense or Scent or the like.

Because magical darkness bones all races equally{other than devils], regardless of vision. That feature of D&D darkness magic, even 3.5 got right.
