So why not make Darkness be true darkness to normal folk and shadowy illumination to those with Darkvision ability (and of course completely penetrable for a Devil as usual). Problem solved, or at least as solved as it would be if you fought a Devil in the regular non-magic dark.

Or just take the Blind-fight feat. Or use the Touchsight power. Or get Tremorsense or Scent or the like.

Because magical darkness bones all races equally{other than devils], regardless of vision. That feature of D&D darkness magic, even 3.5 got right.
