If you could Add one more race to the PHB

I wouldn't add a Large race. I can't think of a good way to make a Large creature at LA +0, and I don't think that a core race should have a LA.

I'd be tempted to add orc, goblin, and kobold, and in exchange, remove half-elves and half-orcs.

Any or all of the 4 in Dragon 317. Having more than just humanoids to provide variety-there is a fey, a plant and a monsterous humanoid as 3 of the 4. And that the humanoid, fey and plant have LA is a good thing IMO as it provides an example of how to use such races.

Or maugs. Remember them- the construct people everyone thought was cool before the warforged showed up.
